The package uses the standard GNU autotools for the build environment. This means that you need to run ./configure to generate the Makefile before you run make. The INSTALL file in the source distribution should have some other instructions about how the build system works.
By the way, smb4k is not in the Kubuntu repositories. At least not in 6.06 (Dapper).
