Should Google Be Paying News Sites For Linking To Them?

News agencies in Europe, particularly, have been claiming for a long while that Google has been unfairly profiting from linking to their articles (and quoting snippets from them). So they want Governments to force Google to pay a “link tax” <https://www.techdirt.com/articles/20171214/16352638814/european-new-agencies-again-demand-google-facebook-etc-pay-up-sending-them-traffic.shtml>. The reality of such things is that, regardless of laws to the contrary, the money tends to flow from the ones benefiting to the ones providing the value (cf the “Payola” scandals in the US). Which explains what happened in Spain after it brought in its link-tax law <https://www.techdirt.com/articles/20150725/14510131761/study-spains-google-tax-news-shows-how-much-damage-it-has-done.shtml>. Maybe the news agencies’ real complaint is that Google is such a massively profitable advertising company.
