Have a look at http://www.nzdsl.co.nz/ISPPlans.phtml and http://broadband.portal.net.nz/ - they might not make your choice any easier, but some suggestions from me looking at this lately, if you want best data/$ and don't care about upstream, try 3.5/128 with QSI for $79.95; most people have lesser plans that are quite equal. WorldXchange (xnet.co.nz) are popular with geeks, and of course Orcon sponsor the WLUG, so it couldn't hurt to give them your business if all else is equal.
