Try a different mirror. I was getting up to 220KiB/s from se.archive.ubuntu.com and got the upgrade down in about 1.5 hours.

Last night (11pm-ish) I was getting the same file at the same time from au.releases.ubuntu.com. Was getting 400 kB/s on my work (max/max) Telstraclear ADSL and 50 kB/s on my home (max/128) Xtra ADSL. -- simon
