I must admit I'm somewhat bias'd, but although undernet may not be the most stable thing on the planet, from what I've seen I've yet to meet irc servers that are more stable.
What about the appleslice servers forming part of the appleslice irc network. It is easy to get connected, no connection class full problems, and I haven't seen any netsplits (aka denial of service attack) happen there. See http://www.appleslice.org Glenn.
