If your internet router is a Cisco 831/837 or upwards, you could implement WCCP (WCCP is in the Wiki Pages).
WCCP is not supported on the 827, 806 or downwards.
 
That would then mean that if the students are bypassing the proxy, they would still be going through the proxy.  
In fact you won't need to configure proxy settings on each client.

IPchains was set up originally, but has lost it settings and know does not want to work.
