use another system such as SparkyLinux, e.g. on a bootable sdcard for Bluetooth-transfers and stick with Mint 19.2 for anything else.
Or you could find out the specific cause of the problem and fix it. Is it removing the Bluetooth package? Reinstall that. Is there some configuration change? Change it back.
