Check your initialisation string under both Windows and Ubuntu. Perhaps Ubuntu is locking the speed down?

It actually sounds more like a com port speed issue. Ie, the port might be locked in at 9600 kbps. That would give you only 0.9k second. Try twiddling with the settings. Either with setserial(8) or in KPPP or whatever you're connecting with.
