I found my way to this page <https://docs.microsoft.com/en-us/windows-server/administration/openssh/openssh_overview>, which doesn’t really explain much. Their fork <https://github.com/PowerShell/openssh-portable> hasn’t even updated the readme, but I have a suspicion the server side only supports PowerShell.
