I was unaware this occurred... It's a single connection. Madness. The answer offered by this office is: "sucks to be poor, get ADSL" ;) Aren't we helpful? Seriously, if they are now tracking NATed connections and billing accordingly, I'm not sure what more you can do. Vote with your wallet, and change ISPs I guess. Obviously, after a phone call to confirm they won't screw you in a very uncomfortable place also. Volkswagen calls on a postcard to someone else please.
