I wouldn't have thought the plan would make a difference at all, but if we're ascribing the problem to the ISP, that's the only difference between our connections, so it seems the logical culprit. I don't think that the problem will lie with Orcon, since I have no problems accessing the site. Unless Linz is on a different plan to me, perhaps (I'm on Bitstream).

I would guess Orcon might be having problems getting traffic through - I know Telstra Clear has been in dispute with some ISPs about peering (in affect sharing) internet traffic and this may be the problem.
You may wish to ring the Orcon helpdesk....
Is wlug.org.nz hosted at Waikato Uni? I have a feeling it might be looking at the traces.... Have a test of www.waikato.ac.nz and see if it breaks...
