With regard to a TV/Video input card for a PC. I found that the PCI card that I have is a Asus Falcon2 Rev 1.05. It has a Conexant CX23416-12 MPII A/V Encoder chip and a Conexant CX25843-23 A/V Decoder chip. Inputs are: FM, RF, S-video, Composite video, left and right Audio.

It came out of a 10+ years old HP desktop PC. The HP part number for the Asus card is 5188-1745.

...it lists the Falcon2 as "known working" with the ivtv Linux driver.

It's not the DVB-T card that you were hoping for, but it might be OK for "proof-of-concept". Maybe someone is chucking out a FreeView box that can be used to feed the composite video / audio inputs of this card.
