Depends what pages you want to server and the memory and I/O requirement of the cms / web pages are. I'm pondering the Cubieboard https://www.miniand.com/products/Cubieboard%20Developer%20Board it has a SATA port so possibly will be better with disk I/O than USB. I found the RPi when used as a samba file server seemed to get starved for I/O , I was using a USB disk enclosure. I was using stock Debian install, so I probably could have tweaked it to get better performance.

I have one. It's going to cost you more the $100 after accessories anyway. You'd better get an eMMC reader and UART serial adaptor with it if you want to save yourself a lot of headaches.
