There is the package 'transcode' under linux, although I've never used it myself.
I've used it a fair bit for ripping DVDs. It's an excellent program and it works really well. The downside is that it's quite difficult to use and has huge long arcane command lines. On the plus side there are heaps of examples on the website that you can usually just copy / paste from. See the homepage at http://zebra.fh-weingarten.de/~transcode/ or their wiki at http://www.transcoding.org/ for more information .
