It is entirely possible to get them changing on a reboot without a kernel/udev update. Until I figured it out I was rebooting about 3 or 4 times until the devices came up in the order I wanted....
I suggest you have broken hardware if your ethernet cards are changing order. I've never seen this happen, other than on one machine which had a decidedly flaky motherboard. Can you provide some more information, such as motherboard, card types, etc?
