That is a really good question. It used be libraries who would hold copies and preserve them, but libraries have abdicated on this role. At least Waikato Uni maintains a research commons that holds papers and theses published by its academics and graduate students, but it is limited to holding only that which is permitted by copyright law, which is often only the preprint, and then, that depends on the academic uploading that version to the commons.
