udev is nondeterministic and runs parts in parallel so you get race like timing issues. This is why the thread started and why udev needs fixing to store device names between reboots - and as Bruce says so nicely - those who like their devices changing will have to do something else.
Do you think it need to store device names, or just decide on a deterministic sequence to start things?
