Some discussion of the mechanism for inserting the ads here <https://www.theregister.com/2023/02/23/microsoft_edge_banner_chrome/>. It looks very much like there is special code in (the Beta version of) Edge which detects activities like downloading Chrome, or visiting the Chrome Web Store, and triggers the ads.
