Sounds like someone in the govt IT sector is clueful....
There is quite a bit of stuff on DRM on the government e-government website including a recommendation to avoid installing such software on government and local government servers. This recommendation is dated 2003 but recently a similar recommendation was sent out. http://www.e-government.govt.nz/news/2003110301.asp
