since your manual command line "pppd /dev/modem noauth defaultroute" worked, perhaps it's one of those settings. Check /etc/ppp/options.tty* as the default options may be different if pon is using /dev/ttyS0 instead of /dev/modem (I assume it uses the option files based on the device name). Another gotcha I found with debian's ppp (although maybe not relevant to your case) is that by default, it has "auth" which means that it tries to make the isp's dial-in server authenticate first!
