'... last week, FFmpeg announced its first governmental sponsorship, Germany’s Sovereign Tech Fund, which has stepped forward to support the maintenance and sustainability of FFmpeg, a cornerstone software in the multimedia industry, by investing €157K in the project.'
FFmpeg includes implementations of every codec that might conceivably be worth using. This includes quite a few patented ones--patented in the US, anyway. I don’t think anybody associated with the FFmpeg project can afford to pay any patent licence fees. Which is a good reason why the project is based in Europe, not the US.
