Hi Matt,
You can do this with dpkg-scanpackages, and then you put a line like
deb file:/path/to/.deb/files icantrememberwhatthisdoes/
in your /etc/apt/sources.list
or something like that.
Another (much better IMO) solution for the future is to use apt-proxy,
it has some nice features for automatically keeping your archive dir
clean.
